Executive Actions & the Courts

ICE Flight Monitor – August 2025 Report
ICE conducted 7,454 flights (Jan–Aug), including removals and domestic transfers, a 34% year-over-year increase.
Multi-country and third-country flights raise transparency and legal rights concerns, especially with long shackling and offshore routes.
Litigation: Third-Country Removals & “Chain Deportation”
New lawsuits challenge removals to third countries as unlawful when they result in return to danger despite asylum claims.
Advocates are asked to report cases where people are removed without a fair fear screening or legal access.
